Description

Bug Title: Merchant Screen Allow to add dupilacte Email id at the time merchant creation in DMS

Steps: 1. Login HPCL web protal
2. GO for add merchant under merchant menu
3. Input dupilate Email id that alreday exists for existing merchant

Expected result: Dupicate email id should be not allowed in system either in UI and backend

Actual result : System allow to add duplicate email id for merchant creation
